West TN - where I was born, live and work. I was born in Obion County, I live in Dyer County, and I work in Lauderdale County. West TN has always been HOME. Since I spend most of my waking hours in Ripley, TN, I call the Ripley community my other family. I have my family, my church family, and my Ripley, TN family.
Since I began my journey with Ripley Housing as Finance Director in July of 2018, I have wanted to see Ripley Housing make a positive impact on the Ripley community.
I want the residents of Ripley Housing to feel safe while living in affordable, decent housing. Ripley Housing wants its Mission of Building Purpose, Creating Safe Communities, and Providing Great Homes to be a foundation for residents to become self-sufficient, successful members of the community.
Ripley Housing has 264 units in Ripley, TN and 60 units in Gallaway, TN. The staff of Ripley Housing is the most caring and hardworking group of professionals I have ever had the pleasure of working with. They are committed to helping with the residents' housing needs. Joyce Edwards was appointed as CEO for Ripley Housing on June 27, 2024, in Ripley, TN. Joyce joined the Ripley Housing Office as Finance Director in July 2018. On January 1, 2024, Joyce was appointed as COO of Ripley Housing.
Joyce currently holds a Bachelor of Science degree in Economics with a concentration in Finance from UT Martin. She has her license as a National Center for Housing Management Certified Financial Specialist, National Association of Housing and Redevelopment Officials Financial Management Specialist, and Certified Municipal Finance Officer.
Joyce is a member of the Dream Factory Organization. She is a member of Ripley Rotary and served as Ripley Rotary President during 2023-2024. She is a member of Church Grove Baptist in Newbern, TN. She has been married for 34 years to her husband Larry "Speedy" Edwards. They have two children, four grandchildren and two great-grandchildren.
